It looks like Roxy, the City Clerk, is looking for someone to help with her work. Let's go check out Community Board in front of Kerning City Civic Center.
The basement of the jazz cafe is Thieves' Hideout. Its door in Kerning City is a hidden portal: see the route below.

I was able to say hello to Dark Lord, the hidden leader of Kerning City, for the first time. I felt completely overwhelmed by his presence.
Full dialogue
"I think I can now introduce you to Dark Lord, since you've become a proper resident of this city. Steel yourself... and go greet Dark Lord in the basement of the city's jazz cafe. Good luck.
- Roxy"
It's been quite a while since Roxy sent someone to me. No need to be so tense. If you're a resident of this city, you're as good as a comrade to me. Live and let live, each in our own way—that's the rule of this city.
Even if everyone seems to live as they please, the people of this city value others' ways of life just as much as their own. That's the invisible force that binds the people of this city together.
you, I hope you keep that in mind as well. Now, a bit late, but let me welcome you. Welcome to Kerning City.
